    The Illinois Power Agency is an independent State Agency created in 2007 to develop annual electricity procurement plans and renewable resources procurement plans and to conduct procurement events to ensure adequate, reliable, affordable, efficient, and environmentally sustainable electric service for the default supply customers of Illinois electric utilities. The Agency also conducts procurements and administers programs that promote the development of renewable energy resources in accordance to the State Renewable Portfolio Standard.     Deputy Legal Counsel Overview: 

    The Deputy Legal Counsel will work on cutting edge legal and policy issues in the rapidly evolving field of renewable energy policy under the direction of the Chief Legal Counsel and assist in the management and oversight of the Agency’s legal team. These opportunities include management of renewable energy incentive programs, energy policy and procurement, equity and workforce development requirements, labor law, consumer protection, contract development, legislative review, litigation, and administrative law.

    Associate Legal Counsel - Illinois Shines Overview: 

    The Associate Legal Counsel – Illinois Shines will work on cutting edge legal and policy issues in a rapidly evolving field under the direction of the Chief Legal Counsel. These opportunities include the ongoing management of renewable energy incentive programs, energy policy and procurement, equity and workforce requirements, labor law, contract development, legislative review, litigation, and administrative law. Responsibilities under this position will primarily focus on implementation of the Illinois Shines program, but may include other legal assignments as required by the Agency.

      Associate Legal Counsel - Consumer Protection Overview: 

      The Associate Legal Counsel – Consumer Protection will work on the Agency’s robust and expanding consumer protection initiatives for the Agency’s solar incentive programs, Illinois Shines and Illinois Solar for All.

      The position combines big-picture public policy discussions with the development of implementation strategies and processes in the administration of renewable incentive programs. The Associate Legal Counsel will work closely with the Deputy Legal Counsel for Consumer Protection, the Consumer Protection Specialist, other Agency staff, and the Agency’s third-party Program Administrators on a wide range of consumer protection topics. In particular, the Associate Legal Counsel will help design, develop, and implement new consumer protection-related programs and initiatives arising out of the final 2024 Long-Term Renewable Resources Procurement Plan. As laid out in the 2024 Long-Term Plan, the Agency intends to develop: (1) an escrow process to ensure incentive payments that have been promised to customers are passed through to the customers in a timely manner, (2) an “adder” to the REC price when companies that take on projects after the original solar company goes out of business or otherwise becomes unavailable, and (3) a restitution program to compensate customers who have been financially harmed through their participation in Illinois Shines or Illinois Solar for All.
